Background
The Ministry of Agriculture and Livestock Development was established vide Executive Order No. 1 of 2023 dated 6th January 2023. The overall mandate of the Ministry is to create an enabling environment for sustainable development and management of crops and livestock to ensure the country’s food and nutrition security. The Ministry plays a key role in economic and social development of the country through enhancing food and nutrition security; employment and wealth creation; and foreign exchange earnings.

A food secure and affluent State anchored on advanced, competitive and commercially oriented agriculture and co-operatives sector.
Mission
To create an enabling environment for sustainable food and nutrition security, sustainable co-operatives sector and improved livelihoods for Jubaland People.
Strategic Objectives
The Strategic Objectives for the Ministry are to:
- To create an enabling environment for Agricultural development
- To increase productivity and outputs in agricultural sector
- To enhance Jubaland State and National food security
- To improve market access and trade
- To strengthen Institutional capacity

Functions of the Ministry
The Ministry’s core functions include:
- Formulation, implementation and monitoring of agricultural legislations, regulations and policies
- Supporting agricultural research and promoting technology delivery
- Facilitating and representing agricultural state corporations in the government
- Development, implementation and coordination of programmes in the agricultural sector
- Regulating and quality control of inputs, produce and products from the agricultural sector
